Watching a webcast from the terrorists, Tom realizes it's "straight from the Koran"
Tom wonders why the terrorists left notes for them to find
In a conference with Washington Tom tells them the terrorists know their protocol
The phone rings and it's the leader of the terrorists - Khalid
Speaking in Arabic, Tom is encouraged when Khalid indicates they'll talk later
Shea and Boggs argue vehemently about how to proceed
Over the phone, Shea tries to reassure Officer Cox and lies to her about the death of her partner
Agent Shea tells Washington he's sure the terrorists are not from Al Kaida
Mansfield tells Shea there's ways to stop the terrorists - but only from inside the building
An excited Tom goes over the plans of the building with his officer inside - Zoe Cox
Tom argues with Homeland Chief Secretary Utley about sending troups inside
Against Tom's best efforts, the Attorney General overrides him and sides with Utley and Boggs
Agent Tucci calls with news about the terrorists; Shea urges him to leave the area
Khalid calls again, but to Tom's utter disgust, Utley and Zutrow opt to cut off the call
Tom briefly gets through to his wife but the connection is interrupted
Shea has Ritchie walk Zoe Cox through the plant to find the primary nuclear pump
Shea senses a problem even before Zoe tells them she can't read the dial because it's frosted over
A concerned Tom tells Zoe she has to break the glass, even though it will reveal her position
Ritchie yells out that they've found Zoe and Tom tells her, "Zoe, you have to move!"
Boggs realizes he made a mistake, but Tom assures him "You made your best call"
